Hong Kong is becoming more like Communist China, according to the latest word from the State Department. And no sooner had State issued its warning than two businessmen made public their complaint that the accounting firm BDO had partnered with the Hong Kong government to put a nail in the coffin of Apple Daily—the newspaper founded by the now imprisoned Jimmy Lai.State didn’t mince words. “Similarities between Hong Kong’s and the PRC’s national security laws, combined with Hong Kong’s diminishing autonomy from the central government of the PRC, create new risks for businesses and individuals in Hong Kong that were previously limited to mainland China,” it said.Three days later, Gordon Crovitz (a former publisher of The Wall Street Journal) and Mark Clifford, like Mr. Crovitz a former director of the Hong Kong media company Next Digital (Apple Daily’s parent), gave an example. The two made public a complaint they filed in December with the Organization for Economic Cooperation and Development. They accuse BDO of violating OECD guidelines for responsible business practices by helping the government suppress a newspaper.Clement Chan, a managing director of BDO’s Hong Kong branch, was appointed “financial inspector” by the government in July 2021. Using those powers, he seized papers from a law firm associated with Next Digital and demanded company directors participate in recorded interviews—all without a court order and under pain of prosecution. The government then used BDO’s investigation as cover to liquidate Next Digital.
